I contacted Apple iTunes Support on their Support page, Here is what answered I received from them.

 
Short Answer & Quick Solution is that: If your debit or credit card doesn’t work with iTunes Store use ‘iTunes or App Store Gift Cards’ to make purchases online with iTunes & App Store to bypass credit card errors. (Only if iTunes & App Store Gift Cards are available in your country.)

The iTunes Store has been unable to verify an authorization from your financial institution. There are several possible reasons for this:

 
1) Your financial institution’s servers have been busy. Consider trying again at another time.

 
2) There is an issue with your card. Consider using a different card or contacting your financial institution to advise them of the problem.

 
3) Your billing name or address does not match the address listed on your credit card statement. Any discrepancy in punctuation, abbreviation, or capitalization can cause errors, which might prevent you from purchasing from the iTunes Store. If you moved, or if your zip code changed recently, ask your financial institution to make sure their records are up to date and match exactly what you are entering as your billing information. Please follow these steps to confirm or update your account information:

 
1) Go to Apple’s My Info page: http://appleid.apple.com

 
2) Choose your country and preferred language from the pop-up menus.

 
3) Enter your iTunes Store account name and password and then click Log In (or Continue).

 
4) At the My Info Welcome page, click Address Book on the left. Confirm or edit your information.

 
5) Click Phone Numbers on the left. Make sure the area codes and phone numbers are entered correctly in their respective fields.

 
6) Click Save Changes.

 
Try placing an order on the iTunes Store. If the iTunes Store still cannot obtain an authorization for your card, you won’t be able to make purchases at the iTunes Store with that particular card. You can use a different card or any other payment method that is available in your country.

 
iTunes Gift Cards are another option. They are available in several denominations at various retailers in your area. They are also available at any Apple Store location, including the Apple Store online:

  10. I recently went through this issue, to save some people time here was my process. My support call person asked me to navigate to the edit payment page within the AppStore. There, she asked me to select “None” as the payment and select “Done” on the bottom of the page (you should receive an email notification saying your account details were changed). From there re-navigate to the payment page and add your card information and select “Done”.

    I still ended up having issues but that was due to the bank declining the $1 test payment Apple sends to ensure the fake is valid. So, if you’re still having issues reach out to your card provider.

  11. I FIXED MY ISSUE!! Christina’s comment above helped a lot. After 100 attempts using my Iphone and declined every time and not seeing a payment option within the App Store, I opened Itunes on my PC. Under account at the top, clicked View My Account. Clicked edit for Payment Type.
    After another failed attempt inputting card info…declined. ok fine, selected None. Click done.
    It accepted that and showed i had no card on file. Click edit for Payment Type again. Fill in card info, click done.
    It didn’t give me decline error but also didn’t change the screen. Ugh right? Rather than cancel, I clicked on View My Account. Page refreshes to Account Information and IT WORKED!! new card listed as payment type!!

  13. haha!!got my solution…go to apple.com in chrome or other browser and reach the payment editing page.once you reached,under the shipment address ,there is a check box to copy billing address.make sure to check that box and u r done.enter valid card info and save the changes.hope this helps. thank you..

  14. Second time it happens to me. First time resolved itself after 2 months. This time still trying and trying and nothing. My credit card in perfect order excepted by everywhere in the world only Apple store declines. PayPal the same. Cannot update and cannot even buy a free application. Tried to buy something and accrued debt but Apple store doesn’t allow me to pay for it. Now it complains first pay the debt or else. No way to do anything. And Apple is the “best and most expensive” company?

  15. I’ve had my card on my Apple account for months and suddenly it started saying my card is declined I tried calling the Apple store but they didn’t help very much

  16. One thing to try that worked for me when I had this problem is to go into settings and update your info through there rather than through the AppStore pop up on mobile.
